On March 20, 2013 Muirfield Village Golf Club (MVGC) General Manager and Corporate Operating Officer Nicholas LaRocca sent City of Dublin Land Use and Long Range Planning Director Steve Langworthy a letter inquiring as to the process for obtaining approvals for a potential permanent perimeter fence around Muirfield Village Golf Club. Also included were potential fence locations and fence materials. LaRocca stated that MVGC completed an internal study regarding the fence and it is desired for several reasons including PGA TOUR requests, security concerns and certain trespassing and vandalism issues.
Please Note: MVGC has not filed an application with the City of Dublin. If MVGC chooses to submit an application the standard review process would apply.
MVGC is located within a planned district. The MVGC site was zoned PUD on July 2, 1973 as part of the original 1,500-acre Muirfield Village PUD (Ord. No. 26-73). LINK The original land use distribution plan designates the course as “recreation”, “golf course”, and “common open space”. No provision is made in the text for a potential fence.
Dublin has consistently reviewed modifications to existing structures and the construction of new structures in Muirfield Village under the amended final development plan process. Because the construction of a permanent perimeter fence around the golf course would significantly modify the rear yard space and vistas originally contemplated under the text, MVGC will need to obtain amended final development plan approval from the Dublin Planning and Zoning Commission prior to commencing any construction of the perimeter fencing.
Highlights of the process include:
- Submit an application for final development review; reviewed by Dublin Planning Staff to ensure it is complete.
- The Planning and Zoning Commission shall review the application to determine if it complies with the approval criteria set forth in § 153.055(B). The Planning and Zoning Commission shall take into consideration any submitted staff reports when reviewing the application.
- Action by Planning and Zoning Commission. The Planning and Zoning Commission shall take one of the following actions:
a. Approve the final development plan as submitted;
b. Approve the final development plan with modification(s) as agreed to by the applicant; or
c. Disapprove the final development plan when the application does not demonstrate that the required standards have been met. Disapproval of the final development plan shall terminate the process.
The review procedure for an amended final development plan is detailed in Dublin Code Section 153.053(E), the application submission requirements in Section 153.054(C), and the approval criteria in Section 153.055(B). Public comments are accepted at the Planning and Zoning Commission hearing considering the amended final development plan and correspondence or other documentation may be submitted to Dublin Planning Staff prior to the meeting for consideration by the Planning and Zoning Commission. Notification of the hearing date is provided by the City to residents who live within 150 feet of the property that is the subject of the application.
