September 12, 2011 – (DUBLIN, Ohio) – Dublin City Manager Marsha Grigsby has appointed Angel Mumma as the City’s new Deputy City Manager/Director of Finance and Administration. The appointment was approved by Dublin City Council at Monday night’s meeting.
Mumma has been with the City of Gahanna for 14 years, most recently as the Director of Finance, collaborating with all departments to prepare the City’s $46 million annual budget, which included the general fund, multiple special revenue funds, tax increment financing funds, a debt service and capital improvement funds, and five proprietary funds.
“Angel brings a wealth of finance experience from the public sector,” said Grigsby. “She will be a leader in ensuring the City’s financial security and implementing and coordinating sound fiscal policies.”
Mumma’s starting salary with the City will be $107,000.
Finance and Administration has a total 2011 Operating Budget of $10.6 million and an overall staffing level of 77. Mumma will be accountable for the performance of five direct reports including the Deputy Director of Finance, Director of Accounting and Auditing, Director of Taxation, Director of Administrative Services, and an Administrative Assistant.
She will be primarily responsible for the formulation and execution of strategic financial policy serving to ensure long-term success of the City. Mumma will provide leadership, direction and guidance to staff of financial professionals and technical/administrative support personnel engaged in budget administration, capital improvements programming, debt administration, investment management, tax increment financing, cost of service analyses, income tax collection and administration, accounting and auditing, payroll, fixed asset management, procurement, and accounts payable/receivable.
Additionally, she will provide direction to staff of administrative professionals, technical, administrative and clerical support personnel engaged information technology systems, court administration, records management, facilities, and fleet management.
Major projects Mumma will be charged with include tax increment financing/economic development agreements, capital improvements program, annual operating budget, annual financial audit, comprehensive annual financial report (CAFR), income tax collection, cost of services project, fleet management and operations, alternative fuels study, LEED feasibility study, and energy efficiency.
Mumma received a Master of Business Administration from Ashland University and a Bachelor of Science in Business Administration from The Ohio State University.
She serves as an At-Large Board Member for the Municipal Finance Officer Association of Ohio and as a member of the Government Finance Officers Association and the Ohio Government Finance Officers Association. Mumma has also been selected by Columbus Business First as a finalist for the 2011 Government Chief Financial Officer of the Year award.
