You are invited to attend this session to meet with City representatives and discuss plans for the Shier Rings Road Corridor.
The purpose of the Community Input is to provide another check-in with residents, stakeholders, and other interested individuals. This is another opportunity to see how initial feedback has been reflected in the preliminary recommendations for Shier Rings Road.
The project will be introduced to the Planning and Zoning Commission at their meeting on Thursday evening.
We are not presenting final recommendations at this time.
Residents and other stakeholders will be given adequate time to review and provide input in the final recommendations. Once final plan documents are prepared in early 2014, they will be made available to stakeholders before final recommendation are made.

The Shier Rings Roadway Corridor Character Study builds on the land use and transportation network recommendations of the Dublin Community Plan, including the West Innovation District Special Area Plan, the Future Land Use Map, and the Thoroughfare Plan. Roadway corridor studies examine road design, adjacent land uses, open spaces, and other character elements that together impact the way a road is experienced by bicyclists, pedestrians, and motorists. The purpose of this study is to guide future improvements to the design and character of Shier Rings Road.
Attend the Community Input Meeting on Wednesday, December 4 and learn about the City’s recommendations for the future character of Shier Rings Road. An open house is planned from 5 – 6 p.m., with a presentation by the City’s consultant team starting at 6 p.m.
Following the Community Input Meeting on December 4th, the preliminary recommendations will be presented to the Planning and Zoning Commission on Thursday, December 5th. Comments and feedback will be incorporated in the final study recommendations anticipated in early 2014.

Shier Rings Roadway Corridor Character Study
Shier Rings Road serves as the front door to many of Dublin’s neighborhoods and businesses. The purpose of the Shier Rings Road Corridor Character Study is to provide detailed policy and general design guidance for future roadway improvements and the surrounding land use character in this important corridor.
The consultant firm CHA has been retained to manage this study under the supervision of the City’s Department of Land Use and Long Range Planning. The consultant team will be kicking off the planning study in June 2013, with a project end date targeted for January 2014.
How Will This Study Be Used?
Roadway corridor character studies include an examination of roadway design, adjacent land uses, open spaces, and other character elements that together impact the way a road is experienced by bicyclists, pedestrians, and cars. This study will build on previous planning studies including the Dublin Community Plan for land use and transportation network recommendations, and will help guide future improvements to the design and character of Shier Rings Road.
In 2011 and 2012 the City of Dublin identified various business districts, principally located in the central core of the city. The City is currently working on various planning efforts in several of these neighborhoods, most notably the Bridge Street District.
At the same time, Land Use and Long Planning began an examination of important roadway corridors throughout the city to examine land use, roadway design, and roadside character issues. The first of these planning efforts was the Hyland Croy Roadway Character Study, completed in June 2011.
The next area for examination is Shier Rings Road. This roadway contains a unique mix of industrial, office, residential, and City facilities, along with vacant land and infill sites. Nearly all of the area is covered by new planning efforts and zoning regulations under the Shier Rings TechFlex District and the West Innovation District.
A considerable amount of planning has taken place for the far west end of the Shier Rings Road corridor west of Avery Road as part of the West Innovation District planning efforts, and portions of Shier Rings Road along Avery Road have been studied as part of the Avery Road Corridor Special Area Plan within the Dublin Community Plan. The City will be looking at the Shier Rings Road corridor in its entirety through this roadway character study.

Shier Rings Roadway Corridor Character Study – Stakeholder Input Meeting
A public stakeholder input meeting was held on Wednesday, September 18, 2013 from 4:00 – 6:00 p.m. at the Washington Township Administration Building. Property owners, business owners, residents, employees, and other interested parties were invited to participate in an informal open house session and with City representatives and discuss plans for the Shier Rings Road corridor. Participants reviewed informational project posters (below) and learned about ideas for short-term and long-term phased improvements for this important roadway.
Following the stakeholder input meeting, the City’s project team will use the feedback received from the stakeholders and begin preparing final recommendations for the Shier Rings Road Corridor. Final recommendations will be presented to the Planning and Zoning Commission, targeted for November 2013. Stakeholders will be notified of the next opportunity for public review and comment once the final recommendations are available.
