Water

The City of Columbus provides water service to all Dublin residents and businesses on the public distribution system. The water supply is supported by both surface water and groundwater sources and is regularly tested to ensure quality and safety.

If you suspect a water main break, you can call the City of Dublin Engineering Main Line at 614.410.4740, during regular business hours. A member of staff will visit the site to determine the nature of the problem, and contact the City of Columbus on your behalf. Please use the City of Columbus emergency number, 614.645.7788, outside of regular business hours. Questions regarding water bills, meters, and meter reading dates, should be addressed to the City of Columbus Division of Water at 614.645.8276.

Water Quality

The most common water quality concerns are addressed on the City of Columbus website, however, if you have additional questions, please contact their Water Quality Assurance Lab (WQAL) at 614.645.7691 (8 a.m. – 4 p.m. Monday – Friday).

The City of Columbus performs regular testing to ensure quality and safety, which includes testing lead levels in Dublin every three years. The tests are performed in 50 different locations throughout the City to ensure a wide sample. Utility Extension Policy

Dublin City Council adopted a new policy regarding public water and sanitary sewer utility extensions to areas that do not currently have access to these public services. Council adopted this policy on December 7, 2015 and amended the policy, in accordance with staff recommendations, on April 25, 2022. The staff recommendations to Council were adopted as follows:

  1. Continue the Policy to extend public water and sanitary sewer services to existing developed property within the City.
  2. Continue to prioritize utility extension projects based on the health risks assessment.
  3. Waive 100 percent of the City of Dublin connection fees and make the waiver permanent to encourage connections.
  4. Encourage connections to the public water and sanitary sewer systems by providing information regarding overall City investment, benefits of connection, and directing residents to any other available funding assistance programs.

The policy outlines a process by which the City will identify, prioritize and implement the design and construction of public utility service extensions.

Tapping & Connecting to Public Water

The City of Dublin Utilities Department only processes new water taps for existing homes. If you are interested in finding out more about a water tap for a new build, please contact Building Standards at 614-410-4670 or visit their applications and permits page.

Step 1

If your water tap is not associated with a building permit, apply for a water main tap permit at the City of Dublin Service Center, Division of Engineering (6555 Shier Rings Road, phone: 614.410.4740). The standard 2023 permit fee total is based on the size of the proposed water tap, see the fee schedule in the link below for more details. If the property is within an Unserved Area, a 100% waiver of the Dublin Water Capacity charge will be applied (inspection fees and Columbus capacity fees still apply). When applying at the Service Center, please bring a check made out to “City of Dublin” for the amount of capacity fees, a completed right-of-way permit (see step 2), and a check for $55.00 made out to “City of Dublin” for the right-of way permit. Only City of Dublin water capacity fees are paid for at the Service Center. Once you receive an approved permit from Dublin, it and receipt of payment will need to be provided to Columbus to pay their fees. City of Columbus fees are paid in person at 111 N. Front St, Columbus, Ohio 43215. There is a meter charge applied by Columbus as well. Columbus Division of Water can be reached at 614-645-7330 for more information on their associated fees.

Step 2

Hire a contractor to install the service line that extends from your home to the public water main. Dublin’s Building Standards Division (5200 Emerald Parkway, 614.410.4670) can provide a list of contractors licensed with the City to perform this work. Before the contractor is permitted to begin working, a City of Dublin Right-of-Way permit shall be obtained by visiting the Engineering permit page here, or by contacting Ian Pritchard, of the Division of Engineering, at 614.410.4639 or rightofway@dublin.oh.us. The 2023 residential ROW permit fee is $55. During the ROW permit review process, our staff will review your contractor’s plans for accomplishing the work to make sure it is performed in accordance with all applicable City standards and specifications. Please bring a general plan for the proposed water service and tap with your ROW application. A contractor can apply for permits on behalf of the homeowner. If the water main is on the opposite side of the road from your property, Dublin will require your contractor to use directional drilling for the roadway portion of your service as a means to avoid open cutting the road.

Step 3

You or your contractor are responsible for coordinating the work with inspectors from the City of Dublin, City of Columbus, and the Franklin County Public Health. Inspections are required to ensure that the water meter and service line are correctly installed and that back flow prevention devices are installed if you should decide to continue to use your well system. If you wish to abandon your well system, you must obtain a well sealing permit. If you choose to continue using your well for irrigation, then there are other requirements that the City of Columbus will require in order keep the well and use it for irrigation or other means. Tapping & Connecting to Public Sewer

Step 1

Apply for a sanitary sewer tap permit at the City of Dublin Service Center, Division of Engineering (6555 Shier Rings Road, phone: 614.410.4740). The standard 2023 permit fee total is $5,404 based on a ¾-inch water tap. If water is coming from a well, a ¾-inch tap will be assumed. If the property is within an Unserved Area, a 100% waiver of the Dublin Sewer Capacity charge will be applied (inspection fees and Columbus capacity fees still apply). The total sanitary sewer capacity fee in these areas will be $3194. When applying at the Service Center, please bring a check made out to “City of Dublin” for the amount of capacity and inspection fees ($3194 for Unserved Areas on a ¾” tap, $5404 for a non-Unserved Area on a ¾” tap. See fee table in the link below for tap sizes other than ¾”), a completed right-of-way permit (see step 2), and a check for $55.00 made out to “City of Dublin” for the right-of way permit. Both City of Dublin and City of Columbus fees are paid for at the Dublin Service Center.

Step 3

Inspections are required to ensure that the sanitary sewer service line is correctly installed and that the home sewage treatment system is abandoned properly. 2023 Sanitary Sewer Overflows and Water In Basement Report

The City of Dublin is tasked with developing an annual report for submission to the EPA covering Sanitary Sewer Overflows (SSOs) and Water-in-Basement Events (WIBs). This reporting has been in effect since the EPA’s 2009 Director’s Final Findings and Orders, which was created for the purpose of informing the EPA and the public of the extent of inflow and infiltration (I/I) of stormwater into the public sanitary sewer system for satellite communities. This report is one of many data sources that guides the planning, operation, and maintenance of sanitary sewer systems in Dublin. Public Records Request Overview

In order to support faster response and better tracking of requests, the City of Dublin uses JustFOIA to collect, respond to and manage public information requests.

JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.

This Revised Charter, as adopted on March 19, 1996, became effective on July 4, 1996.

Zoning Code

The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
