City Council Approves Amended Economic Development Agreement with The Ohio State University Wexner Medical Center for Expansion of Health and Wellness campus

(Dublin, OH) Dublin City Council has approved an amended economic development agreement with The Ohio State University, on behalf of The Ohio State University Wexner Medical Center, to support the next phase of development for its health and wellness campus in Dublin’s West Innovation District.

The amendment to the existing economic development agreement, along with related real estate and escrow agreements, allows Ohio State to purchase approximately 16.3 acres of City-owned land along University Boulevard, adjacent to the existing Ohio State Wexner Medical Center Outpatient Care Dublin facility at 6700 University Boulevard. The land will be conveyed for approximately $2.93 million.

As part of the amended agreement, Ohio State has committed to construct a specialized medical building of at least 150,000 square feet on the property. The project will build upon the City and Ohio State’s original 2019 economic development agreement, which established a phased development approach for a broader health and wellness campus in the West Innovation District.

“This amended agreement reflects the continued strength of Dublin’s partnership with The Ohio State University and our shared commitment to advancing health care, innovation and economic development in the West Innovation District,” said the City’s Director of Economic Development Jeremiah Gracia. “This next phase supports the long-term vision for a world-class health and wellness campus while expanding access to specialized medical services for Dublin and the region.”

The original 2019 agreement helped facilitate development of Ohio State Wexner Medical Center’s 272,000-square-foot Outpatient Care Dublin facility. The facility provides a comprehensive range of outpatient services and serves as an anchor for the City’s growing medical and biosciences sector.

“We opened Outpatient Care Dublin four years ago as part of our commitment to expand access to exceptional care directly into the communities where people live and work, and today we proudly provide care for nearly 2,000 patient encounters each day and average more than 1,000 new patients per month,” said John J. Warner, MD, chief executive officer of The Ohio State University Wexner Medical Center and executive vice president at Ohio State. “The City of Dublin has been a great partner, and we’re excited about this opportunity to deepen that relationship as we consider how the Ohio State Wexner Medical Center can best meet the healthcare needs of the people of Dublin and surrounding communities now and in the future.”

The amended agreement also provides Ohio State with a right of first offer/right of first refusal for an additional parcel located west of the current outpatient care facility through Dec. 31, 2028. In addition, the agreement preserves the City’s ability to secure easements, rights-of-way or similar rights needed to advance Dublin’s multimodal thoroughfare plan as outlined in the Envision Dublin Community Plan.

To ensure timely progress, Ohio State has committed to begin construction activities for Phase II by Dec. 31, 2031. Additionally, Ohio State has waived any workforce creation incentives related to the Phase II construction and expansion plans.

Dublin City Council approved the amended agreement following a second reading/public hearing at its July 1, 2026, meeting.
