As part of the City’s long-term planning efforts, Envision Dublin was created to guide future land use decisions in a thoughtful and strategic manner. This process to update the Community Plan involved a multi-year public engagement campaign, including open houses, surveys, stakeholder meetings and public hearings. The Envision Dublin Future Land Use Plan recommendations align with the proposed rezoning of these parcels from Rural to Research Flex and Research Assembly.
In alignment with the Envision Dublin Community Plan and Future Land Use Plan recommendations, a request to rezone nine parcels totaling approximately 370 acres from a Rural District (R) to Research Flex District (ID-2) and Research Assembly District (ID-3) has been submitted to City Council.
The rezoning proposal is going through a thorough public input process, including three Community Conversations held on July 15, 22 and 29. Summaries from those conversations are included in the Aug. 5 memo to City Council. The WID Rezoning Timeline below includes more information on the public process.
As part of our ongoing engagement with the Ballantrae community, we are scheduling a meeting with the Ballantrae Community Association Board in December to review and discuss the draft code language.
Due to the considerations outlined above and the Planning and Zoning Commission’s meeting schedule, we now anticipate presenting a detailed outline of the proposed code amendments to the Commission at its Jan. 22 meeting. This allows more time for public review and participation. This meeting will be an informational session only, with no vote taken. The intent is to brief the Commission on the work completed over the past several months.Â
Our consultants continue their development of the proposed amendments to the WID zoning code, including a comprehensive setback and landscape buffer study. The work reflects City Council’s policy direction as well as input received from the community, and it will guide development requirements in the district.Â
In response to community feedback, our near-term rezoning efforts are focused on the proposed Innovation District (ID) 6 zoning district. This new district would apply to properties located east of the railroad tracks, south of the future Shier Rings Road extension, and extending to Cosgray Road.Â
The draft amendments within ID-6 include limiting permitted uses to General and Medical Office, Advanced Manufacturing, Research and Development and Parks and Open Space; reduced maximum building heights of 45 feet from 68 feet currently permitted; prohibition of outdoor storage; and required 200-foot setback along Cosgray Road and 150-foot adjacent residential use elsewhere in the district. Code amendments will also provide some definition for Advanced Manufacturing and Research and Development uses based on public engagement.Â
We will also be preparing a targeted code amendment for ID 1 through 3 and 6 that would remove data centers as a permitted or conditional use. City staff will meet with impacted property owners by the end of December to review these proposed changes.
At this time, rezoning efforts for properties west of the railroad tracks are paused. This approach allows us to prioritize the code amendments and ID-6 rezoning on the east side extending to Cosgray Road. Once that work is complete, we will reevaluate future rezoning on the west side, extending to Houchard Road.
The City has allocated funding for a Cosgray Road alignment study as part of the 2026 Operating Budget. Its limits extend from Shier Rings Road south through Amlin, and it will include preliminary engineering, an evaluation of potential roadway positions within the future right-of-way, and a review of safety and operational needs at the railroad crossing.
We also continue to coordinate with AWS regarding its facility on Houchard Road. This includes follow-up discussions on operational noise. Residents are welcome to share questions or concerns directly with AWS at dublinoh-community@amazon.com.
The City is working with a consultant to draft code amendments that propose the following actions:
City staff are continuing their work with a consultant to draft revised code language that reflects the input we’ve received and balances community priorities with the needs of the district. Additionally, City staff met with representatives from Amazon Web Services to review sound and acoustics considerations related to their existing facility on Houchard Road.
Responsive to feedback from residents and stakeholders, City staff members are developing targeted Zoning Code amendments to accompany the West Innovation District rezoning proposal.
These refinements will incorporate specific, actionable suggestions from neighboring residents that remain consistent with the Envision Dublin Community Plan and respect the rights of property owners within the proposed rezoning boundaries. To allow for a coordinated review, City Council tabled Ordinance 06-25 to provide time for the Code amendments to be drafted and vetted through the public process, including review and recommendation by the Planning and Zoning Commission, followed by review and determination by City Council. At their June 23, 2025, meeting, Council members approved a motion to hold an additional reading and continuation of the public hearing for Ord. 06-25 at the August 11 City Council meeting. This will allow additional time for City staff to collaborate with residents and property owners and to prepare targeted Zoning Code amendments that reflect community input while supporting the community’s long-term vision. Such amendments would subsequently be vetted through the public review process, including review and recommendation by the Planning and Zoning Commission and determination by City Council.
Notifications about the June 23 Council meeting were with Ballantrae homeowner association leaders and all email contacts provided by residents who participated in public meetings, public comments or emails to the City Manager/City Council regarding the topic.
Director of Community Planning & Development Jenny Rauch, Director of Economic Development Jeremiah Gracia, Director of Transportation & Mobility Jeannie Willis, along with Washington Township Administrator Eric Richter, met with Washington Township residents to answer questions and hear concerns regarding the proposed rezoning.Â
City Manager Megan O’Callaghan and Director of Community Planning & Development Jenny Rauch met with the newly elected Ballantrae Community Association leaders to further the dialogue with residents and discuss the feedback we’ve received, including noise, light pollution and traffic.
Council Meeting – Ord. 06-25 was removed from the table and placed on an upcoming Council agenda.
Notices were sent to all properties within 300 feet of the proposed rezoning areas about the June 23 Council Meeting.Â
A public meeting was held in the Council Chamber to allow staff to share information about Dublin’s strategic planning efforts, the vision for the West Innovation District and the details of the proposed rezoning.
Resident engagement was high, with approximately 100 attendees in person and an additional 65 viewing the meeting online. Following the presentation, residents asked questions and shared comments. The meeting recording and presentation are shared on the right side of this webpage.

City Council held a first reading for Ordinance 06-25. Council received the first reading, and the second reading was scheduled for April 7.
On the Planning and Zoning Commission (PZC) reviewed the rezoning of nine parcels totaling approximately 370 acres within the West Innovation District from Rural District to ID-2, Research Flex District and ID-3, Research Assembly District. PZC recommended approval of the rezoning with no conditions. Opportunities for public comment were provided as part of the PZC review.
In order to support faster response and better tracking of requests, the City of Dublin uses JustFOIA to collect, respond to and manage public information requests.
JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.
The application lets community members submit requests for all city records, including police reports. Commonly requested information includes accident reports, copies of resolutions and body-camera video.

The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
