
City of Dublin staff have been working diligently towards the City’s goals of improving upon our mobility network and extending public utilities in currently unserved areas of the City. Portions of the Riverside Drive corridor have been identified in need of both water line and sanitary sewer utility extensions to provide access to public utilities for properties currently using aging well and septic systems. Additionally, this corridor lacks the shared use path network connectivity needed to promote pedestrian and bicyclist mobility.
To correct these deficiencies, staff have prepared plans for the Riverside Drive East Shared Use Path – Tonti Drive to Wyandotte Woods Boulevard, Water Line Extensions – Area 3A & 3B, and Sanitary Sewer Extension – Areas 3A, 3C & a portion of 3B.
In line with Dublin’s Community Plan, Envision Dublin, city staff are seeking opportunities to expand upon and increase connectivity of our network of shared use paths (SUPs), sidewalks and trails. This project will construct a new SUP to connect a gap between existing SUPs and improve access for all users to surrounding trails and key areas of the City.
This project will include:
· Construction of an eight-foot-wide shared use path along the east side of Riverside Drive
· Connection to existing shared use paths at both Tonti Drive and Wyandotte Woods Boulevard
· Improvements to the existing drainage system and reconstruction of impacted drive crossings
· There will be no cost to the property owners for the construction of the shared use path
Water Extension – Area 3A & 3B
Sanitary Extension – Areas 3A & 3C
· Expand access to public utilities to homes in the project area
· Improve water network resiliency
· Promote resident connection by waiving the City of Dublin connection capacity fees
Water Service Connections
Properties in Areas 3A and 3B along Riverside Drive that do not currently have public water services may be eligible for the City to install a service tap. City representatives will be sending a letter to properties eligible for this installation with additional information, including a Water Service Commitment Agreement (WSCA).With a signed WSCA, the water tap and service lateral will be installed from the public main to the private property line at no cost to the property owner. Once the tap is installed, the property owner will need to coordinate with a contractor to apply for a permit, pay associated fees and install the connection to the property within five years of the signed WSCA. The City of Dublin connection fees will be waived for users within a Utility Extension Area.
Sanitary Sewer Lateral Connections
Sanitary sewers will be installed serving Areas 3A, 3C and southern portions of 3B. The City will install sanitary laterals to the private property line of eligible parcels within the project area.
Once construction is complete and the sewer has been accepted, residents will receive notice from the City. At that time, they may work with a licensed contractor to submit a permit for the connection of the lateral to their home. In accordance with the City’s Utility Extensions policy, Dublin’s sanitary sewer capacity fees will be waived.
When will the work occur?
· Design Phase: Currently underway and expected to be finalized by early 2026.
· Appraisals and Right-of-Way Acquisition: Scheduled to begin in 2025 and conclude in 2026.
· Construction: The water main, shared use path and sanitary projects are intended to be constructed together. City Staff anticipate construction to start in either 2027 or 2028, depending on funding availability.
