Earlington Park Drainage Basin Improvements Project

The City of Dublin is making improvements to the Earlington Park drainage basin, as shown on the map. The Project includes the following improvements:

  • Adjust the flood routing of the drainage basin away from the pedestrian tunnel under Brand Road, east of Bristol Parkway.
  • Provide more storage capacity for the basin, which will increase the threshold at which the basin overtops from a 2-year storm event to a 100-year storm event.
  • Increase the diameter of the storm outlet pipe from a 24-inch to a 36-inch pipe.
  • Create a berm on the north side of Brand Road to reduce the frequency of the pedestrian tunnel flooding from North Fork Indian Run.
  • Provide tree plantings along the perimeter of the basin and area north of Brand Road.

Tentative Schedule

The City has contracted with Mr. Excavator to construct the Project. Mr. Excavator intends to begin work the week of March 9. The Project is expected to be complete by May 1, 2026.

Traffic Impacts 

Access to driveways will be maintained along Brand Road at all times. One lane, two-way traffic control may occur for short durations during the Project. A closure of Brand Road will occur the week of March 9-13, subject to weather, for a maximum of 5 days to accommodate the installation of the 36-inch diameter storm outlet pipe. The Brand Road pedestrian tunnel and the shared use path around the basin will be closed during the Project to accommodate construction operations. Detour signage will be in place for the entirety of the closures.

What about City Services?

There will be no changes in your emergency services. The police and fire departments will be notified of all traffic restrictions. Yard waste, garbage and recycling collections should continue according to their regular pick-up schedules unless you are advised otherwise.
