As part of the City’s long-term planning efforts, Envision Dublin was created to guide future land use decisions in a thoughtful and strategic manner. This process has involved a multi-year public engagement campaign, including open houses, surveys, stakeholder meetings and public hearings. The Envision Dublin Future Land Use Plan recommendations align with the proposed rezoning of these parcels from Rural to Research Flex and Research Assembly.
On Feb. 20, 2025, the Planning and Zoning Commission (PZC) reviewed the rezoning of nine parcels totaling approximately 370 acres within the West Innovation District from Rural District to ID-2, Research Flex District and ID-3, Research Assembly District. PZC recommended approval of the rezoning with no conditions. Opportunities for public comment were provided as part of the PZC review.
On March 17, City Council held a first reading for Ordinance 06-25. Council received the first reading, and the second reading was scheduled for April 7.
On April 7, 2025, Dublin City Council provided a second reading/public hearing of Ordinance 06-25– Request and approval of rezoning approximately 370 acres within the West Innovation District from R, Rural District, To ID-2, Research Flex District And ID-3, Research Assembly District. Following public comment, Council moved to table Ord. 06-25 to allow for additional review and public comment.
On May 8, 2025, a public meeting was held in the Council Chamber to allow staff to share information about Dublin’s strategic planning efforts, the vision for the West Innovation District and the details of the proposed rezoning.
Resident engagement was high, with approximately 100 attendees in person and an additional 65 viewing the meeting online. Following the presentation, residents asked questions and shared comments. The meeting recording and presentation are shared on the right side of this webpage.
On May 21, 2025, City Manager Megan O’Callaghan and Director of Community Planning & Development Jenny Rauch met with the newly elected Ballantrae Community Association leaders to further the dialogue with residents and discuss the feedback we’ve received, including noise, light pollution and traffic.
On June 11, 2025, Director of Community Planning & Development Jenny Rauch, Director of Transportation & Mobility Jeannie Willis and Director of Economic Development, along with Washington Township Administrator Eric Richter, met with Washington Township residents to answer questions and hear concerns regarding the proposed rezoning.
In order to support faster response and better tracking of requests, the City of Dublin uses JustFOIA to collect, respond to and manage public information requests.
JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.
The application lets community members submit requests for all city records, including police reports. Commonly requested information includes accident reports, copies of resolutions and body-camera video.

This Revised Charter, as adopted on March 19, 1996, became effective on July 4, 1996.
The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
