NFPA 70 – National Electric Code
An electrical permit is required for any and all premises wiring regardless of the project cost, this includes; interior and exterior wiring, power, lighting, control, and signal circuit wiring together with all of their associated hardware, fittings, and wiring devices, both permanently and temporarily installed, that extends from the service point of utility conductors or source of a separately derived system to the outlet(s). Such wiring does not include wiring internal to appliances, fixtures, motors, controllers, motor control centers, and similar equipment.
An electrical permit is not required for:
- Minor repair work, including the replacement of lamps or the connection of approved portable electric equipment to approved permanently installed receptacles.
- Electrical equipment used for radio and television transmissions except equipment and wiring for power supply, and the installation of towers and antennas.
- The installation of temporary systems required for the testing or servicing of electrical equipment or apparatus.
- Electrical wiring devices, appliances, apparatus or equipment operating at less than twenty-five volts and not capable of supplying more than fifty watts of energy, unless specifically addressed in this code.
- Process equipment and the associated wiring on the load side of the power disconnect to the equipment.
Gas
International Fuel Gas Code
The fuel gas code shall apply to the installation of fuel gas piping systems, fuel gas utilization equipment, gaseous hydrogen systems and related accessories.
A permit is not required for:
- Portable heating appliances
- Portable cooking or residential clothes drying appliances
- Replacement of any part that does not alter approval of equipment or make such equipment unsafe
- Heating and cooling distribution piping installed and maintained by the public or municipal utilities
- Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid
Plumbing
Franklin County will perform all Plumbing inspections for the City of Dublin which are scheduled by calling 614-525-3160.
Ohio Plumbing Code
The plumbing code shall apply to the installation, alterations, repairs and replacement of plumbing systems, including equipment, appliances, fixtures, fittings and appurtenances, and where connected to a water or sewage system and all aspects of a medical gas system.
A plumbing permit is required to:
- Repair, replace, relocate or add to the piping system
- Install new plumbing fixtures such as toilets, sinks, showers, tubs and dishwashers
- Replace water heaters
- Install septic systems, drywells, sewer lines, water lines, backflow prevention assemblies for lawn sprinkler systems or cap a sewer
- Replace the metallic water service (copper or galvanized steel) with a non-metallic water service (plastic or CPVC) can alter the integrity of the grounding electrode system. If the grounding system fails, fires or appliance damage may occur. If you are replacing your metallic water service with nonmetallic, a new grounding electrode may need to be installed, which requires an electrical permit.
A plumbing permit is not required for:
- The repair of leaks in drains, water soil, waste or vent pipe; provided, however, that if any concealed trap, drain-pipe, water, soil, waste or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered as new work and an approval shall be obtained and inspection made as provided in this code.
- The clearance of stoppages or the repair of leaks in pipes, valves or fixtures, and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures.
- Process equipment and associated piping. For combination building services/process or power piping systems, the power or process piping located downstream of the control valve which separates the process from the building services piping is exempt from approval.
Mechanical
Ohio Mechanical Code
The Ohio Mechanical Code shall apply to the installation, alterations, repairs, and replacement of mechanical systems, including equipment, appliances, fixtures, fittings and/or appurtenances, including ventilating, heating, cooling, air-conditioning and refrigeration systems, incinerators, and other energy-related systems.
A mechanical permit is required to:
- Install new or change any part of a heating or cooling system which has ductwork or must be vented into a chimney or vent
- Install, alter or repair gas piping (indoor or outdoor) between the meter and an appliance or a natural gas line
- Install a wood stove or fireplace insert
A mechanical permit is not required for:
- Portable heating appliances;
- Portable Ventilation equipment;
- Portable cooling units;
- Replacement of any part which does not alter its approval or make it unsafe;
- Portable evaporative cooler;
- Process equipment and associated piping. For combination building services/process or power piping systems, the power or process piping located downstream of the control valve which separates the process from the building services piping is exempt from approval.
- Self-contained refrigeration systems containing ten pounds (4.54 kg) or less of refrigerant or that are actuated by motors of one horsepower (746 W) or less.
- Heating and cooling distribution piping installed and maintained by the public or municipal utilities.
- Portable fuel cell appliances that are not connected to a fixed piping system and are not interconnected to a power grid.
Geothermal Heating Systems
Geothermal Heating Systems are re-emerging as a feasible method for HVAC in homes and LEED businesses. Therefore, the City has modified our building permit application to have a separate box to check when geothermal HVAC systems are installed in homes. The applicant will need to check this box and provide the following information;
- Description of the type of system being installed; closed-loop, open-loop, water source if applicable, water discharge location, if applicable, and pipe materials to be used.
- The plot plan (residential permits) or staking plan (commercial and site plan permits) shall reference the locations of the well(s), piping systems and any other pertinent site information.
- The current code requires a permit with fee for all water wells drilled within the City. The current 2009 and 2010 fee is $20 per well drilled.
This information shall be submitted to the City of Dublin with the rest for the required building permit submission. Engineering and Building will review the submitted information for compliance with Dublin City Code Section 52.03.
