West Innovation District

As part of the City’s long-term planning efforts, Envision Dublin was created to guide future land use decisions in a thoughtful and strategic manner. This process to update the Community Plan involved a multi-year public engagement campaign, including open houses, surveys, stakeholder meetings and public hearings. The Envision Dublin Future Land Use Plan recommendations align with the proposed rezoning of these parcels from Rural to Research Flex and Research Assembly.

Proposed Rezoning

In alignment with the Envision Dublin Community Plan and Future Land Use Plan recommendations, a request to rezone nine parcels totaling approximately 370 acres from a Rural District (R) to Research Flex District (ID-2) and Research Assembly District (ID-3) has been submitted to City Council.

The rezoning proposal is going through a thorough public input process, including three Community Conversations held on July 15, 22 and 29. Summaries from those conversations are included in the Aug. 5 memo to City Council. The WID Rezoning Timeline below includes more information on the public process.

Next Steps

At its Thursday, Jan. 22 meeting, the Planning & Zoning Commission (PZC) will receive an introductory overview of the proposed WID rezoning code amendments for Innovation District 6 (ID-6) and the setback and landscape buffer study recommendations. This meeting will be held at 6:30 p.m. in Council Chamber, 5555 Perimeter Drive. The meeting is intended to provide background and context for Commission members. No vote will be taken, and the meeting is open to the public.

The agenda for the Jan. 22 PZC meeting will be published online Friday, Jan. 9, with meeting materials posted Friday, Jan. 16.

What to Expect at the Jan. 22 PZC Meeting:

  • Highlight engagement and feedback gathered following City Council’s decision Aug. 11, 2025, to table Ordinance 06-25 and allow time for code amendments to be drafted and vetted through the public process
  • Introductory overview of proposed WID ID-6 zoning code roadmap
  • Summary of proposed setback and landscape buffer study recommendations and how community feedback helped inform them
  • Opportunity to hear how the proposed amendments fit into the broader WID planning process
  • Gain feedback and direction from the Planning & Zoning Commission to create a draft Code amendment for their review and recommendation to Council at a future meeting.
  • No vote will be taken at this meeting
  • Digital comments may be submitted up to 48 hours prior to the scheduled meeting. These comments will be provided to PZC members in advance of the meeting for their review; they will not be read aloud during the meeting.
  • Individuals wishing to provide comments after the 48-hour deadline must do so in person during the public comment period for the application or agenda item at the meeting.

Jan. 9, 2026

As part of our ongoing engagement with the Ballantrae community, a second meeting with the Ballantrae Community Association Board is scheduled for Jan. 13. An earlier meeting Dec. 19 was held to review the proposed roadmap for the future WID ID-6 code amendments and the setback and landscape buffer study update. They provided valuable input, and this meeting is an opportunity to hear from the Ballantrae Community Association leadership regarding feedback received from the neighborhood, as well as to address any additional questions that have arisen since our previous meeting. 

Update from AWS:

City staff recently spoke with a representative from AWS to clarify inquiries related to fuel cell technology. In summary, AWS shared the following: 

 

Fuel cell technology is not being considered for the Dublin location and is unlikely to be deployed here in the future. Fuel cells are typically used as a temporary power solution, which is why the utility provider is exploring them in other communities as additional power infrastructure is built. In contrast, existing facilities in Dublin already have sufficient access to power, so this technology is not needed.

Ballantrae Community Asssociation Meeting

City staff and leadership met with the Ballantrae Community Association on Dec. 19 to review the proposed West Innovation District ID-6 rezoning code amendments and the setback and landscape buffer study. Association leadership expressed appreciation for the draft approach, asked clarifying questions, and shared additional insights to inform the ongoing work. A follow-up meeting is planned for early January.

The City has also continued outreach with affected property owners, stakeholders, and industry experts. Feedback from these conversations informed a revised draft, which will continue to be refined ahead of an informational update to the Planning & Zoning Commission on Jan. 22. No vote will be taken at that meeting.

WID Rezoning Focus on ID-6

The City continues work on proposed WID zoning amendments, including a setback and landscape buffer study informed by City Council direction and community feedback:

  • Near-term rezoning focuses on the proposed Innovation District (ID) 6 area east of the railroad tracks to Cosgray Road.
  • Draft ID-6 amendments limit permitted uses, reduce building heights, prohibit outdoor storage and require enhanced setbacks near Cosgray Road and residential areas.
  • Targeted amendments are being prepared for ID 1–3 and 6 to remove data centers as a permitted or conditional use.
  • Rezoning west of the railroad tracks is paused while the City prioritizes ID-6 rezoning and code amendments on the east side.
  • Funding is included in the 2026 budget for a Cosgray Road alignment study, and the City continues coordinating with AWS on operational noise concerns. Residents are welcome to share questions or concerns directly with AWS at dublinoh-community@amazon.com.

Proposed Draft Code Amendments 

The City is working with a consultant to draft code amendments that propose the following actions:

  • Creating a new ID-6 zoning district for properties east of the railroad tracks to Cosgray Road and south of future Shier Rings Road extension.
  • Removing certain uses, including Data Centers, Utilities – District Energy Plants, Utilities – Electric Substations, Conference Centers, Hospitals, Entertainment and Recreation – Indoor and Exercise and Fitness.
  • Clarifying desired innovation and light manufacturing uses
  • Reducing maximum building heights
  • Updating service and operational standards applicable to overhead doors, loading and hours of operation
City staff are also working with a consultant on a setback and landscape buffer study.

Working on Draft Revised Code

City staff are continuing their work with a consultant to draft revised code language that reflects the input we’ve received and balances community priorities with the needs of the district. Additionally, City staff met with representatives from Amazon Web Services to review sound and acoustics considerations related to their existing facility on Houchard Road.

Dublin City Council Meeting

Responsive to feedback from residents and stakeholders, City staff members are developing targeted Zoning Code amendments to accompany the West Innovation District rezoning proposal.

These refinements will incorporate specific, actionable suggestions from neighboring residents that remain consistent with the Envision Dublin Community Plan and respect the rights of property owners within the proposed rezoning boundaries. To allow for a coordinated review, City Council tabled Ordinance 06-25 to provide time for the Code amendments to be drafted and vetted through the public process, including review and recommendation by the Planning and Zoning Commission, followed by review and determination by City Council. Dublin City Council Meeting

At their June 23, 2025, meeting, Council members approved a motion to hold an additional reading and continuation of the public hearing for Ord. 06-25 at the August 11 City Council meeting. This will allow additional time for City staff to collaborate with residents and property owners and to prepare targeted Zoning Code amendments that reflect community input while supporting the community’s long-term vision. Such amendments would subsequently be vetted through the public review process, including review and recommendation by the Planning and Zoning Commission and determination by City Council.

Public Meeting

A public meeting was held in the Council Chamber to allow staff to share information about Dublin’s strategic planning efforts, the vision for the West Innovation District and the details of the proposed rezoning.

Resident engagement was high, with approximately 100 attendees in person and an additional 65 viewing the meeting online. Following the presentation, residents asked questions and shared comments. The meeting recording and presentation are shared on the right side of this webpage.

Dublin City Council provided a second reading/public hearing of Ordinance 06-25– Request and approval of rezoning approximately 370 acres within the West Innovation District from R, Rural District, To ID-2, Research Flex District And ID-3, Research Assembly District. Following public comment, Council moved to table Ord. 06-25 to allow for additional review and public comment.

Why JustFOIA?

JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.

The application lets community members submit requests for all city records, including police reports. Commonly requested information includes accident reports, copies of resolutions and body-camera video.

Revised Charter of Dublin, Ohio

This Revised Charter, as adopted on March 19, 1996, became effective on July 4, 1996.

Zoning Code

The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
