Financial Rating

For the seventh consecutive year since first seeking a rating from S&P in 2017, the City earned the organization’s highest AAA rating. Moody’s assigned an Aaa rating, which Dublin has held since 2004, and Fitch assigned an AAA rating, which Dublin has held since 2001. KBRA assigned an inaugural long-term rating of AAA in 2024. That rating makes Dublin the first and only city in the United States to earn four AAA ratings.

“The AAA long-term rating for the City of Dublin reflects the City’s diverse and growing tax base, characterized by strong wealth and employment levels, conservative City budgeting and financial management practices, with ample liquidity and manageable long-term liabilities,” said KRBA in a statement.

The agencies recognized the City’s affluent and growing tax base, conservative budgeting, strong and proactive management team and robust operating fund balance as proof of Dublin’s financial stability.

Bond ratings are an essential component used to determine an entity’s creditworthiness. They provide a widely accepted measure for investors to evaluate an issuer. These high ratings will ascertain that the City pays the lowest borrowing costs possible when issuing debt.

City of Dublin Honored for Excellence in Financial Stewardship

In recognition of outstanding financial stewardship, the City of Dublin has received the highest credit rating from S&P Global Ratings, Fitch Ratings and Moody’s Investor Service.

  • S&P Global Ratings assigned its AAA long-term rating, recognizing Dublin’s status as a desirable suburb with a dynamic, growing local economy.
  • Fitch Ratings assigned us a AAA and commented they expect continued solid revenue performance from the City.
  • Moody’s Investor Service gave Dublin a Aaa stable rating, commending our “solid fund balance and robust liquidity across all funds.”

“This is a tremendous tribute to the City’s Finance team. As committed stewards of Dublin’s assets and resources, it is our honor to be recognized globally among our peers for exemplary fiscal health, accountability and transparency,” says Director of Finance Matthew Stiffler.

Additionally, the City was honored with a 2023 90+ cashVestÒ Award by three+one®, recognizing public entities that excel in maximizing the value of all taxpayer cash through data-informed decisions. This award is provided by the National Association of Counties (NACo) in conjunction with three+one, a specialized national financial-technology company that analyzes public sector cash-management practices.

By maintaining a cashVest score of 90 or above for four consecutive quarters, the City has demonstrated its commitment to effective cash management, improving financial stability and ensuring responsible stewardship of public resources.

Annual Comprehensive Financial Report

The Annual Comprehensive Financial Report for year ended December 31, 2022, includes financial statements and other financial and statistical data which conforms to generally accepted accounting principles in the United States of America (GAAP) and in conformance with standards of financial reporting as established by the Government Finance Officers Association of the United States and Canada (GFOA).

The report consists of three sections: the Introductory Section, the Financial Section, and the Statistical Section.

Introductory Section
This section provides an overview and summary of the City’s finances, economic prospects and achievements. Also included is the City’s organization chart, a list of principal officials, and the Certificate of Achievement, if awarded, for the prior year’s report.

Financial Section
This section includes the Independent Auditors’ Report, Management’s Discussion and Analysis (MD&A), Basic Financial Statements, Required Supplementary Information (RSI), and various other combining and individual fund financial statements and schedules.

Statistical Section
This section includes tables of unaudited data depicting financial, economic and demographic history for the City over the last ten years, where available. It has been prepared in accordance with the requirements of GASB Statement No. 44, Economic Condition reporting: The Statistical Section.

Popular Financial Report

The City of Dublin’s Finance Department is pleased to present the City’s Popular Annual Financial Report for fiscal year ended December 31, 2022. This report provides transparency about where City revenues come from and how they are being spent. Additionally, we have highlighted some of the economic development activity and capital improvements that occurred during 2022.

The financial information for this report originates from the City of Dublin Comprehensive Annual Financial Report. The Comprehensive Annual Financial Report consists of 289 pages of detailed financial statements, notes and schedules as well as detailed statistical information. The report was prepared in accordance with Generally Accepted Accounting Principles (GAAP) and audited by the Auditor of the State of Ohio. The City received an unmodified opinion on the audit, which means that no significant deficiencies were identified.

The City of Dublin’s PAFR is unaudited and presented on a GAAP basis unless otherwise noted. The purpose of the Popular Financial Report is to provide summarized financial data as a means of increasing awareness and knowledge of the operations of the City. We believe our citizens deserve transparency when it comes to their tax dollars. This report is designed to help you gain a better understanding of the City’s resources and how we put your tax dollars to use.

Resident’s Guide to Understanding Local Taxes

Public Records Request Overview

In order to support faster response and better tracking of requests, the City of Dublin uses JustFOIA to collect, respond to and manage public information requests.

Why JustFOIA?

JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.

The application lets community members submit requests for all city records, including police reports. Commonly requested information includes accident reports, copies of resolutions and body-camera video.

Revised Charter of Dublin, Ohio

This Revised Charter, as adopted on March 19, 1996, became effective on July 4, 1996.

Zoning Code

The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
