Scooter Pilot Program Survey
The City of Dublin is dedicated to improving mobility options for residents, visitors and the workforce. The City is currently partnering on several pilot projects to improve various aspects of mobility and provide accessible transportation options to our increasingly diverse community, in an effort to connect more people to more places.
As part of the City of Dublin’s Micro-Mobility Demonstration Pilot, we’re interested in hearing your thoughts about the motorized scooter program.
Dublin Micro-Mobility Demonstration Pilot
The City of Dublin is implementing a Micro-Mobility Demonstration Pilot study introducing motorized Bird scooters to the City. (CoGo bikes will be implemented at a later date.) Phase 1 will make scooters available south from Interstate 270 to Tuttle Crossing Blvd. and west from Sawmill Road to Interstate 270. This area includes both Historic Dublin and Bridge Park. This phase has a minimum three-month duration.
At the April 11, 2022 Dublin City Council meeting, Resolution 18-22 was adopted. This resolution temporarily permits the operation of low-speed micro-mobility devices on streets, sidewalks and shared-use paths for a duration of 12 months, beginning May 1, 2022.

Bridge Park
Parking has been identified at existing pocket parks lining Longshore Street. A total of five pocket parks line Longshore Street, with three linking to Riverside Drive to the west and two linking to Mooney Street to the east. There will be a NO RIDE ZONE on Longshore Street, spanning from John Shields Parkway to Banker Drive.
Micro-mobility parking will be designated at the east and west end of each pocket park and at the corners of each intersection of Longshore Street at Banker Drive, Bridge Park Avenue, Tuller Ridge Drive and John Shields Parkway. Signs will designate scooter lanes throughout Bridge Park.
Historic Dublin
The City will implement a ‘mobility boulevard’ and create designated corridors for micro-mobility traffic that parallel streets with narrow sidewalks. In Historic Dublin, the designated boulevard will be Mill Lane and Darby Street, extending from North Street to John Wright Lane. Designated parking spaces in this area are identified by the app and will be highlighted with glow pavers. Scooters will be allowed throughout the area, including the Dublin Link bridge.
Parking will exist at the six public bikes racks in the area. These include bike racks at Getaway Brewing Company, at The Avenue, at the southwest corner of the intersection of North Street and North High Street, inside the library parking garage, at the Darby Street Lot and adjacent to the Franklin Street Lot. Additionally, an on-street parking lot on Mill Street will be converted to a micro-mobility parking space.
Demonstration Pilot Schedule
Part 1 (February 2022 to April 2022)
Finalize goals, scope, timeline and evaluation. Request Council approval.
Part 2 (May 2022 to July 2022)
Implement communications plan. Launce Phase 1 of pilot.
Part 3 (August 2022 to May 2023)
Continue communications plan. Expand pilot boundaries to alight with city limits.
Part 4 (June 2023)
Conclude demonstration pilot and provide recommendations.
Scooter Safety
To ride a scooter, you must first download the Bird Scooter app. You must be 18 years old to ride, and you will be required to verify your age.
There must only be ONE RIDER per scooter. And we strongly encourage you to wear a helmet and follow local safety laws.
Riding tips include:
- Watch for pedestrians.
- Use caution and follow local safety and traffic laws.
- Travel in designated areas or roads unless otherwise directed.
- Ride one person per scooter at a time.
- Be mindful of surface conditions.

Problem with a scooter?
If you see a Bird that’s blocking the public right of way, there are several ways to alert Bird when there’s an issue:
- Open the App. In the bottom left corner of the Bird mobile app, click on the Community Mode icon and file a report. This sends an immediate action alert to the Bird Operations Team.
- Email Bird. Send an email with details of the location and file a report: hello@bird.co
- Call Bird. The 24/7 support line is 866.205.2442

Background
The recommendations of the Frantz Road Alternative Transportation Lane Study, combined with the interest of Bird to operate in Dublin, led staff to propose a Micro-Mobility Demonstration Pilot at the November 2021 meeting of the Public Services Committee. Staff received favorable feedback from the Committee and followed up in February 2022 with information regarding the pilot boundaries, timeline, Bird e-scooters phasing, speed limits, parking management and sidewalk congestion mitigation. The memos shared with the Public Services Committee for the November 2021 and February 2022 meetings can be found at www.dublinohiousa.gov.
At the February 2022 meeting, the Public Services Committee was supportive of the proposed timeline and components outlined for the demonstration pilot. Furthermore, the Committee was supportive of proposed Bird and CoGo Bike Share fleet sizes, supplemental signs, use of glow pavers and proposed sidewalk congestion mitigation measures and locations. The demonstration pilot proposal is consistent with the discussions and feedback from the Public Services Committee.
