Building Permits & Applications

All planning and permit applications are processed online instead of via a paper application. The City of Dublin has launching a new program to improve the permit and plan application process. The program utilizes the Accela and ProjectDox platforms, which makes it easy for businesses, contractors and citizens to submit applications online and track their progress. This replaces the time-consuming mail-in or walk-in processes for submitting applications

To begin the application process, please use the link below to access the Citizen Access Portal. This link can also be used to learn the status of an existing application.  All revisions to previously approved applications will be initiated in the Citizen Access Portal.

Once the application has been accepted, the documents and drawings will be submitted via an electronic plan review software. Use the link below to access the electronic plan review (ePlan) software, set up an account, and submit documents.

Building Permits & Applications

Commercial Construction

Commercial projects occur on appropriately zoned property and do not include one, two or three family dwelling units. Commercial projects not requiring permits include (but are not limited to):

  • One story detached accessory structures, less than one hundred and twenty square feet
  • Maintenance and/or Minor Repair
  • Process equipment and associated wiring and piping
  • Portable, heating, ventilation and cooling equipment
  • Interior Finishes not regulated by this code

Permits are issued and inspections are performed for commercial projects to ensure the safety of those who will be occupying or using those properties. Construction documents are reviewed for compliance with the 2017 Ohio Building Code. See Frequently Asked Questions for a complete listing of codes and applicable standards.

Permit fees depend on the type of project. Permits must be paid for and issued prior to the commencement of construction. Any individual contracted to perform work must be registered in their particular field, where registration is required (electrical, HVAC, plumbing, etc.). All contractors should check with the City of Dublin to determine whether registration is required for the work that they are performing.

The City of Dublin has organized a cross functional team called Review Services to perform both commercial and residential plan reviews. The team is comprised of specialists from Planning, Engineering, and the Washington Township Fire Department and Building Standards.

Construction Documents need to be submitted as part of the application to Building Standards.

Residential Construction

Residential projects are defined as projects occurring on any property with one, two or three family dwelling units. Residential projects requiring permits include (but are not limited to):

  • New homes
  • Interior remodeling including basement remodels
  • Additions
  • Decks
  • Porches
  • Swimming pools and hot tubs

Permits are issued and inspections are performed for most projects in order to ensure the safety of those who will be utilizing the new installations or occupying new or remodeled structures.

Sign & Miscellaneous Permits

Sign Permits

Permanent sign permits are required for all permanent signs located on land within the City of Dublin and must comply with the Zoning Code regulations for signs. No signs are to be installed, relocated, altered or modified, unless all sign requirements have been met and approved through a permanent sign permit. Please contact the Planning Division at 614.410.4600 for all applicable sign design information and required zoning review(s) before submitting any sign permit applications.

All Temporary Sign Permit Applications are reviewed and approved by the Planning Division. All Permanent Sign Permit Applications are reviewed as Commercial Building Permit Applications by Building Standards and must be filed electronically using the City of Dublin “ePlan” system.

Public Records Request Overview

In order to support faster response and better tracking of requests, the City of Dublin uses JustFOIA to collect, respond to and manage public information requests.

Why JustFOIA?

JustFOIA is a Freedom of Information Act (FOIA) online application that helps streamline the open records request process for the community and improve efficiencies in getting requested information quickly and accurately.

The application lets community members submit requests for all city records, including police reports. Commonly requested information includes accident reports, copies of resolutions and body-camera video.

Revised Charter of Dublin, Ohio

This Revised Charter, as adopted on March 19, 1996, became effective on July 4, 1996.

Zoning Code

The Zoning Code for Dublin is Chapter 153 of the Dublin Code of Ordinances. The Zoning Code sets land development requirements and establishes different uses within individual districts. Zoning regulations address the physical development of a site, such as building height, lot requirements, setbacks from lot lines, minimum numbers of parking spaces, sign types and sizes, and other related regulations.
