As a retired police officer of the Dublin Police Department, we would like to extend an invitation for you to renew your official “retired officer” identification card and qualify with your sidearm on our range.
With the State and Federal laws allowing officers to carry concealed weapons, we are providing an opportunity for officers who retired from the Police Department and remain in good standing, to qualify on our range. This will fulfill the requirements under the law to allow for concealed carry. If you have an interest, we would be pleased to provide several items for you to review regarding the Law Enforcement Officer Safety Act, Ohio’s Concealed Carry Law, and the Ohio Revised Code.

Purpose:
The purpose of this policy is to provide clear guidance for qualified retired officers with the Dublin Police Department and the range team during firearms qualifications. The Dublin Police Department will allow qualified retired officers, as determined by the Chief of Police or his/her designee, to use the firearms range for qualifying on an approved OPOTA course of fire.
Policy:
Dublin Division of Police General Order 1.3.11 D:
In accordance with the Law Enforcement Safety Act established in 2004, the Police Department will allow qualified retired City of Dublin law enforcement officers to participate in firearms qualifications. In order to maintain this qualification, the retired officer(s) must qualify at least every 365 days. The Chief of Police, or his/her designee, shall decide who is eligible to participate in firearms qualifications with the Police Department. Participants must meet the following minimum standards in order to be considered for participation:
- Meet the definition of “qualified retired law enforcement officer” according to the Law Enforcement Safety Act.
- Abide by the provisions of Dublin Division of Police General Order 1.3.
- Complete all necessary forms and comply with all directives required by the Chief of Police, or his/her designee.
- Immediately notify the Chief of Police, or his/her designee, of any change in status as defined by the Law Enforcement Safety Act.
Procedure:
At any time during the qualification process, any range officer may discontinue the qualification process if the failure to perform satisfactorily is due to a failure to follow the directions or suggestions of the qualified weapon instructor(s), a failure to follow range rules, a lack of willingness to participate or cooperate with the range team member(s), an apparent attempt to deliberately fail to qualify, or any other conduct that would violate the disciplinary code of conduct of this agency or that would indicate the member cannot or will not qualify.
In addition to the guidelines set forth in DPD General Order 1.3, participants are required to abide by the following procedures:
- Provide ammunition. (25 rounds minimum to qualify).
- Review the materials provided prior to the qualification date.
- Follow instructions of the range officer on how to safely navigate the qualification course of fire.
- Participant will be provided a maximum of three attempts to qualify on the course of fire.
- Participant will be provided ample opportunity to use the range between attempts.
- Participant will be limited to one (1) revolver and One (1) semi-automatic handgun per qualification
- Complete required paperwork prior to qualification.
